RPCDigit - Add time over threshold & remove the is_valid function

  • RPCDigit: Add the time over threshold attribute as this quantity is needed in the BIS78 RPC digitization. Remove the is_valid function which is nothing else than a call on the RpcIdHelper.
  • RpcDigitToRdo: Insert switch to kill the BIS standard digits from the legacy digitization stream
  • RpcRdoToDigit: Add possibility to merge back the NRPC RDOs into the digit collection

Should not be merged before !60728 (merged), !60730 (merged), !60731 (merged)
