Re-implementing seed confirmation in |z|<500 mm

Self-explanatory title. MR reverts part of !61367 (merged).

I have tested this change for ttbar events at mu=200 and I have seed that removing seed confirmation if middle space point has |z|<500 mm implies x2.8 more pixel seeds and an increase of 50% in CPU.
