Clean-up BoostedJetTaggers for dual-use usage

To enable dual-use SUSYTools (fixing AthAnalysis issues): !61546 (merged)

• BoostedJetTagger: remove unused handle + if-conditions
• for AthAnalysis all handles need to be initialized in initialize, so if-conditions are a blocker
