MuonDetectorManager - Inheritance from AthMessaging & Remove detector element interfaces

- Remove mentioning of
Formfunction - Remove all getters of MuonDetectorElements
- addReadoutElement only accept the pointer to the element itself as the Identifier is set beforehand.
