Enable HLT MET monitoring by default at T0 [APR-83]

Following the resolution of ATR-27007 , we can now also enable monitoring of HLT MET at T0.
This is a continuation of !61621 (merged) and !62062 (merged) .

The code compiles in lxplus and running Reco_tf.py on 10 events from a RAW file gives a HIST file with at least one histogram with non-zero events under HLT/MetMon.

When this has been merged, the only HLT signature not being automatically enabled at T0 is jets.
