IDGlobal DQ: Replaced Bins_Greater(Less)Than_Threshold algorithms with GatherData

Recent central changes have caused some DQ algorithms to no longer work for yet unknown reasons. (See !62855 (merged)) These histograms are used in DQ assessment so replacing the stat algorithm to GatherData for now allows them to be displayed. These ones were missed in the last MR.
