make histo be plotted per-LB-group

Aimilianos Koulouris requested to merge aikoulou/athena:add_candCount_perLB into 23.0

This was missing from MR add _minutes10.config files for L1CT With this line, offline, it seemed to properly create the histogram in the LB folder. Most likely the htag will eventually merge those and include them in the full-run file.
