Update Legacy MergeMcEventCollTool configuration to match CA (ATLASSIM-6618)

Follows on from !61225 (merged). Adapts the legacy configuration to use the new style of McEventCollection structure when pile-up truth is included (not the production default). Required before ATLASSIM-6618 can be resolved.
