Move the configuration of ESI and EF to InfileMetaDataConfig

This MR moves the configuration of EventStreamInfo and EventFormat metadata from OutputStreamConfig to InfileMetaDataConfig, following the effort to decouple the metadata configuration from the output stream configuration (see !61368 (merged) and !61980 (merged) for more context).

Following this move, the MR includes also an update for trigger configuration (5e4bcf6d).
