New chains for UPC jets in HI menu, package TrigHLTJetHypo

In this MR new UPC jet chains are added to cope with large amount of out-of-time pileup in ongoing HI run. I picked up the changes from @peter from his draft MR !66211 (closed) and added new chains to HI menu. (ATR-22067)
