Partial port of LeptonTaggers from r21
Partial port of LeptonTaggers tool from r21, for use in PLIV
This will not be used in any major code until future MRs have been completed to (1) restore some functionality that was not yet ported due to memory management difficulties and (2) integrate with the MUON5 derivation

The goal for this MR is to start to port the functionality of LeptonTaggers (https://gitlab.cern.ch/atlas/athena/-/tree/21.2/PhysicsAnalysis/AnalysisCommon/LeptonTaggers) that is necessary for the MUON5 derivation (https://gitlab.cern.ch/atlas/athena/-/blob/main/PhysicsAnalysis/DerivationFramework/DerivationFrameworkMuons/share/MUON5.py)
