Draft: Make retrieval of time aux data dependent on it's availability.

Follows up on https://its.cern.ch/jira/browse/ATR-28668.

Bug/incompatibility with trigger art for Run4, introduced in !67993 (merged).

This is only a tentative solution and while it should work it directly contradicts the comment thread here !67993 (comment 7473435).

I have reproduced the bug locally and am working on testing this version however, for whatever reason, it is painfully slow so I'll update this line once I know if it actually addresses the issue.
