SCT_ConditionsTools: Add missing data dependency

Follow up to ATR-25346 and !70666 (merged)

This avoids a message like:

SCTDetectorElementStatu...SCT_ByteStreamErrorsTool   INFO SCT_ByteStreamErrorsTool Failed to retrieve BS error container SCT_ByteStreamErrs from StoreGate.

(which seems like it probably shouldn't be an INFO message?)
