TrigValidation: override global conditions tag in all MC tests

Hello,

As done in !72188 (merged) , we need to override the global conditions tag in all MC-based trigger ART tests, to avoid inconsistency between the conditions embedded in the input RDO and the updated L1Calo conditions tags in Athena. This is a temporary measure, the override will be dropped once we update all input RDOs to MC23e. Adding the urgent label as all our MC tests are currently broken.
