RPC Phi fast digitisation
In the Phase II RPCs for the readout instead of two orthogonal planes on either side of the gasGap to measure (Eta,Phi), they have two parallel planes measuring (Eta) but both sides of the plane are read out, such that the time difference can be used to determine Phi.
This MR adds in fast digitisation in this case, and a smearing for the Phi coordinate for typical propagation velocities and RPC time resolutions. Then assigns it to an RpcStrip2D container.
