Unmasking the BEE region in HighPt muon ID WP for Run3

Stergios Tsigaridas requested to merge stsigari/athena:include_BEE_high-pT_Run3 into main

Due to large misalignment of BEE chambers that were reported by @giraudpf in Run3 data, the BEE region was excluded temporarily from the high-pT muon identification WP in Run3 (!66570 (merged). The issue is now fixed and therefore we re-include the BEE region.
