Draft: Exclude BEE and BIS7/8 from HighPt WP in Run 3 until reprocessing has finished
This basically reverts !72607 (merged). BEE and BIS7/8 will eventually be included in the HighPt WP acceptance in Run3 as soon as reprocessed data are ready (including the latest muon alignment corrections). Until then, they should be excluded by default, since analyses are working with un-reprocessed data. Added a flag to toggle this.
