Tune Phase-2 Muon Phi Hough extension alg

Following !73362 (merged), we tune the phi extension step of the muon pattern recognition. Brings the phi transform down by a factor > 10 to around 2ms run time on data, and total muon hough to around 10 ms. Improves the phi-extension efficiency.
