Move ele 5 GeV IDPVM reco ART test to central steering script
With !73020 (merged) new common steering scripts were introduced for IDPVM ART tests both for sim+reco and reco jobs.
While the data reco and MC sim+reco jobs work fine, the MC reco job introduced for ele 10 GeV doesn't appear in the ART test results. As this was introduced for a new sample, the ele 5 GeV reco test is also migrated here to try to disentangle possible issues related to the input dataset and to the actual steering script.
The reco tests are anyway failing now due to ATLIDTRKCP-614 but we should be able to reproduce the same failure with the new steering script.
