Introduce common Run 4 IDPVM ART steering scripts
Following example of Run 3 tests with !73020 (merged), introduce new common Run 4 IDPVM ART steering scripts for tests running identical configurations with several samples.
Starting with this only for mu100 GeV tests, to be expanded later to all tests when confirmed to run successfully
