Configure GRLDecorator in noFilter mode for analysis configs
The GRLDecorator interfaced in the EventCleaningConfig with !67951 (merged) includes a FilterReporter. While in PHYSLITE Derivation production this doesn't induce any event filtering as discussed in !67951 (comment 7860272) , in analysis the filter is applied. This MR explicitly configures the algorithm in no filter mode to be able to run the decorator also for analysis.
