remove btagging zero-track flag
Remove vetoZeroTrackForAFT276 btagging flag which was added to have the ability to disable NNs on zero track jets.
Now that we've enabled the flag in all the places we use it with !73628 (merged) and !73680 (merged), this flag is no longer needed, so remove it.
