InDetV0Finder and InDetAlignGenTools clean-up obsolete syntax related to PartPropSvc

InDetV0Finder: Switch client code to using a ServiceHandle<IPartPropSvc> to clean-up of some deprecated syntax - then ensure PartPropSvc is correctly configured. Needs !74900 (merged)

InDetAlignGenTools: PartPropSvc retrieved, but unused so removed deprecated syntax.
