Use LowMomentum seeder in pixel tracking chain in HLT, no cut on SCT SP in this chains

Tomasz Bold requested to merge tbold/athena:pixel-tracking-chains-tuning into 24.0

This changes set the seeded in pixel tracking chains to LowMomentum as suggested in the discussion between experts @tstreble @bkerridg @sutt .

The seeds are produced now:

see the last line, it used to be 0.

Yet the overall chain is still not producing counts.
