Use LowMomentum seeder in pixel tracking chain in HLT, no cut on SCT SP in this chains

This changes set the seeded in pixel tracking chains to LowMomentum as suggested in the discussion between experts @tstreble @bkerridg @sutt .

The seeds are produced now:

Yet the overall chain is still not producing counts.
