Update TRT overlay to process standard TRT_RDOs during track overlay

The TRT-related performance relies on running with TRT_RDOs, as identified by the CI in !75499 (closed). We then have decided to close that MR and implement two changes: in this MR, the TRT overlay will also process standard TRT_RDOs during track overlay workflow, and another upcoming MR will adjust the ART tests setup by disabling backtracking for pileup tracks.

The implementation shows good agreement in the Hyy validation results: https://fatsai.web.cern.ch/TrackOverlay/Run3HyyTRTPrefix/ (CPU performance remains good. Official numbers will be available once this MR is merged and runs on SPOT machines.)
