FPGATrackSim: Fixes in ART scripts

This addresses two different issues:

  1. Removes from F100 IDTPM plots the eta constrains introduced when passing a PlotsDefCommonValues file instead of letting IDTPM handle it automatically
  2. Fixes the test script that produces the input files for TV generation
