Add HLT anomaly detection trigger algorithm and chains

This MR adds the HLT anomaly detection trigger algorithm and chains, discussed in ATR-30826. The candidate trigger chains have been added to the dev menu here

The HLT AD model file path here still needs to be updated before the merge, after the file upload request in ATLASG-2872 is fulfilled. In addition, the L1AD threshold defined here will need to be updated.

Moreover, this should be merged after the zero-multi muon MR: !78355 (merged)

Our first goal is to check the trigger rates from reprocessing.
