TrigT1NSWSimTools: sTGC Pad Trigger Emulator Tool

As agreed with @fwinkl and @fpastore in !77524 (closed), the linked MR will be split in some minor ones.

This is the third, and hopefully last, one: the introduction of the sTGC Pad Trigger emulator code, reflecting operations at hardware-level. Reference ATR-29300

When interfacing the new tool with the L1MuonSimulation, the helper class PadTriggerAdapter is removed. It was used to copy old-code triggers to the output RDO. Now, it is done in the newly added main class.
