TriggerJobOpts: move to CONDBR2-HLTP-2025-01 as new default

Hello,

This MR updates the default global HLT conditions tag to CONDBR2-HLTP-2025-01. The update is a bit premature as the validation is not concluded yet (ATR-30955), but it's blocking !78113 (merged) , and we really expect no output change in the HLT.
