Dev jet calib tools insitu migration

This MR improves and completes the new jet calibration tool which performs the "InSitu" calibration step. The counterpart MR for the EtaJES step was !78513 (merged).

Here, this MR sets the baseline of the new in-situ correction for small-R jets, currently implemented in Reconstruction/Jet/JetCalibTools/Root/InsituDataCorrection.cxx. The calibration was tested but still needs further validation against the current code.

This MR affects only c++ code which is not yet run in any job.
