TRTCond - Allowing running AtlCoolMerge for TRT folders

This MR meant to address the running command of AtlCoolMerge.py command for TRT scripts. Available now for RT, T0, Status, StatusHT and StatusPermanent. It needs more verification, since adding an IOV now for UPD4 and UPD1 is not ideal.

Additionally, if one token has been previously generated, the creation of a new one can be skipped with -s argument.

@tstreble, FYI, I have removed the unused variable in TRTStrawStatusWrite.h as suggested yesterday in this MR !82310 (comment 10047800).
