CINT Dictionary Update, master branch (2020.04.14.)

Removed the usage of the -c flag from the CINT dictionary generation.

That flag has been unnecessary at the very least since ROOT 6.16. Now with ROOT >=6.20 (brought in with athena!31633 (merged)) its usage is producing a few warnings during our builds...
