Add FindSQLite3.cmake, master branch (2020.10.23.)

Added a wrapper for CMake's own FindSQLite3.cmake module. But kept the old Findsqlite.cmake module around, until we update all the clients in the offline code to use the "new" naming.

This was triggered by the GeoModel updates that are undergoing review in !745 (merged).
