CORAL/COOL Python Fix, master branch (2022.02.09.)

Fixed the setup of the LCG_python3 cache variable for CORAL and COOL. Very un-intuitively that variable is set up to be a string, with the "on" value being recognised in the CORAL/COOL code. 😦

@ssnyder pointed this out already in athena!47817 (merged), but I completely forgot about it until athena!50326 (merged). ☹
