Optional HV powersupply connection, read register timeout fix, production database scripts

Made the HV powersupply connection optional in basic test. Fixed? read timeout error in CM tests by re-reading register if error is thrown. Added folder containing all of the production database scripts. Commit with message "made HV power supply..." does not compile, as I had made changes related to the read timeout error prior to committing.
