Added FaserSCT_ConfigurationCondAlg, FaserSCT_ConfigurationCondData and FaserSCT_ConfigurationConditionsTool. This allows to read noisy strips from a COOL database, store this as FaserSCT_ConfigurationCondData objects and provides a tool to easily access the configuration data. The FaserSCT_ClusterizationCfg can now be called with a checkBadChannels=True flag to mask noisy strips.
