Update filters cvmfs path

PR Description

Addressing part of nanoaod_base_analysis#18.

In this PR I've:

  • updated the golden JSONs and JetVetMaps to read from the new cvmfs path /cvmfs/cms-griddata.cern.ch/cat/metadata
  • refactored the test function to be more general for run3
  • added test for 2024

PR Validation

  • locally the Filters tests pass
  • run PreprocessRDF for both Data and MC for 2022 CCLUB tests
  • verified that the cclub-correction-hash is unchanged, i.e. the file is exactly the one that we were using already
