Include first Run-3 recommendations

Jona Motta requested to merge cclubbtautau/nba-fw-synch/jme-corrections:main into main

Start including first Run-3 recommendations:

  • new JECs for 2022
  • new JECs for 2023

At the same time organise a bit better the package and the storing of the paths to the correction files:

  • adding data folder for jsons not yet centralized
  • added file with paths to json files and correction names per year

These modifications work based on having a "new understanding" of the runPeriod and ruEra attributes of the Dataset class as reported in this MR and its subsequent update in this MR. This MR is also based on new locations of the code as reported in this MR.

All modifications have been tested and are NOT fully compatible yet with both Run-2 and Run-3 analyses.
