Minor changes for OTHybridTester

This merge request follows some successful debugging effort made in order to fix the clock test issue on the PS-ROH and 2S-SEH systems. It includes :

• A rearrangement of the uDTC IPbus address table file in order to improve clarity.
• Cleanup of unused function from the PSROHTester tool
• A couple of debugging lines for clock counter verification
