Code Quality Migration to New Runners

A recent cleaning campaign on GitLab runners caused some issues in our code_quality stage. I swapped the cpplint and clang-format jobs to different docker images that work on the new Kubernetes runners. With this change we will have original functionality for code quality and cleaning.
