Use GBT and elink numbers in GBT configuration

Description

Created to match with cmsgemos MR 241. The new output configuration file uses the format PHASE_GBT<n>_ELINK<m> <phase> for each GBT and each elink.

How Has This Been Tested?

Tested in GE2/1 integration stand at B904. Tested again after newest changes, still working.
