Use the secondary TCDS system in MiniDAQ

This MR aims at providing a working GEM configuration which uses the secondary TCDS system for MiniDAQ at P5.

After the merge of !2 (closed), this MR should contain the only following changes:

  • Use the secondary TCDS system for MiniDAQ runs
    • Its role is still LPM_PRIMARY in order to simplify taking new runs
    • Implies that we do not have a secondary TCDS system for MiniDAQ
  • Remove the LDQM local database information from GEMSupervisor configurations
    • Follows the changes in this PR
    • Should not prevent previous releases to work

Once the MR is merged, I expected to update the P5 RSDB to match the configurations stored in the GitLab repository.
