GitLab now enforces expiry dates on tokens that originally had no set expiration date. Those tokens were given an expiration date of one year later. Description

In effort to figure out what parts of GEMMonitor are needed and what have be removed/refactored, commented out instances of GEMMonitor are removed.

No substantive change to the code is made, just removing comments related to the gemmonitor.
