Add spare uGT cell to central cell

Simone Bologna requested to merge sbologna/xaas:update-central-cell-conf into feature_203_spare_ugt
  1. updates the central cell name removing upgrade from the library name
  2. adds xhannel entries to reach out the spare uGT SWATCH and TCDS ICI&PI cells.

Depends on MR !190 (merged) (I can not find the add dependency feature in the MR interface).
