Fix 'liquibase-update' CI stage when triggered by a tag

Summary

This MR ensures that the docker image build job is triggered in tagged pipelines. Additionally, it will make the k8s-test-liquibase-update and k8s-test-external-tape-formats run automatically in these pipelines instead of needing to manually trigger them.
