[CI] Ensure keycloak is configured to provide longer-lived tokens

Description

  • Add readiness probe to the keycloak pod to ensure it is only ready after it starts up correctly
  • Add a post-install job to do any keycloak configuration steps
  • (minor) added missing execution permissions to script
