[CI] Verify RPMs available after release and clean up release stage

Description

This MR:

  • Adds a check after the public releases to ensure the RPM is available in the repo
  • Removes the three old release stages and moves to a single release stage.
  • Prevents the changelog-related jobs from running in merge request pipelines.
