[CI] Fix deploy script argument checks

Description

This MR:

• Fixes the deploy.sh script to do argument checks correctly
• Removes the README.md file from the orchestration/ directory as this was added to the public docs here: https://gitlab.cern.ch/cta/eoscta-docs/-/merge_requests/65
• Improves the readability of most usage functions a tiny bit by adding some newlines
