Added Request memory for (cron)jobs & add php cli configmap

Update 15/10:

After testing and validating, the initial changes do not suffice to fix the issue, as @dchatzic suggested, we will go further and also change the php default limit memory to 256M.

Therefore there will be a new Configmap php-job-config that will overwrite the default value.
